Their are some proxies that will still work, you just have to know how to find them or what the keywords are for the software that picks them up. For exapmle I know a wap4 page that has a proxy on it that allows us (well more me) to be able to view normal web pages, though it doesn't load videos or facebook very well.
Other than that, I really doubt that you would be able to get around that. If I recall correctly from the Cisco class I am taking, that would be at the physical layer, and that would be a hard thing to bypass.
