Renegade? I think that's what you're thinking of, although I use Cheat Engine for any emulator that doesn't have hacking capabilities because Cheat Engine works on any emulator, whereas Renegade only works for the emulators that it has support built into it for.

There's a thread in Hacking Development containing links to the latest versions of Renegade.

HateDS sucks ass, but it is fairly easy to get cheats working in.
