A quick summary of EV's and IV's:
There are several factors that determine the stats of your pokemon at any given level. Of these, there are some that depend on the pokemon's species (base stats), some that can be changed depending on the individual pokemon but only at the moment you get them (getting a new pokemon will have different ones - IV's and Natures), and some that are custom-determined (level and EV's).
Base stats depend upon the pokemon - a Heracross has 80 speed base, a Deoxys-E has 180. The pokemon with higher base speed is faster, assuming that there are no differences otherwise.
IV's are the "genes" of a pokemon, and are measured from 0-31. The effect is more pronounced as the pokemon's level increases, but is always there. In effect, a pokemon with perfect IV's (31 in all stats) gets a +31 boost to all stats at level 100, when EV and IV bonuses are maximised. Therefore the ratio of stat:IV, when at level 100, is 1:1.
Natures give a 10% bonus to the stat itself, not the base stat. If you had 80 base speed and 268 actual speed, you'd gain 26.8 points in it, not recalculate your speed off of a new 88 base. In the same way, Stage modifiers (agility, swords dance, etc. - the "buffs/debuffs" of the game) add percentages to your stats - +50% per positive stage, - a certain percent per negative stage (-1/3 for -1, -1/2 for -2, so on).
EV's are custom-added, and give a stat bonus. At level 100, the bonus is 4:1 comparing EV's:Stats. That means that 252 ev's, the maximum you can get counted in any one stat, gives +63 to the pokemon's EV-trained stat. However, the maximum number of EV's any one pokemon can have is 510. As well, 252/252/6 spreads are not always the way to go. There are 132/200/176 spreads (my Rhyperior) and a lot of others. Unless you're maxing everything, I reccommend going to
http://www.smogon.com (it's down at the moment, unfortunately) and checking their forums to find out, or asking on GameFAQs.
The code to break this cap allows you to use the EV modifier codes to give +255 EV's per stat in
all stats. Not +255 to the actual stat - it'll be +63 at level 100, about +31 at level 75, and closer to +15 at level 50. However, as online battling is usually level 100 modded, EV training can have a huge effect.
EV's are gained by fighting pokemon which give the correct ones until you get the right stat. Of these 4 modifiers, only 2 are commonly visible - Nature is told to you and Base Stats can be looked up anywhere. EV's and IV's are invisible, but with the right data and/or counting you can find them out.
