i am not really sure if we can talk about it here, but here goes...

You obtain this cable called a linker, it connects a game cart to your computer and allows the ROM data to be dumped on your computer, so you can play it on your computer with an Emulator....sometimes conversion is needed to get the ROM to work right. But when they say "dump" its just the raw data that is extracted from the cart. And some people scour places liek megaupload and rapidshare looking for the latest ROMs to be uploaded so they can distribute it....

This acually isnt the best explanation of the subject, thats just what i know. Just wait for someone to explain it better....

You don't even need any special cable and the such. All you really need is a Nintendo DS, a real game cartridge and a Flashcard like the R4, CycloDS, ect to dump games to ROMs. Theres two options, dump the game using a Slot 2 card like the EZ Flash 3 in 1 or dump the game over WiFi to your computer or a FTP server. Its pretty simple to do actually and inmost countries its legal as well to own a single backup of the original game you own.

Oh, so that's what it is...
Thanks you guys! I was talking to a mod on a rom site about it before, and they gave an awful description that made me think that people just threw away their game, and someone would take it out of the garbage... cause of the continuous word, "dumping"...
