Hold F2 on the Dell screen during during startup to access the BIOS. There should be a way to change the boot order in there. Move the CD-ROM drive to the top of the list.

Either that or there should be a quick way to access the boot order menu. Consult User manual for key combination.

On some computers before it loads the OS (or has you select one if you have multiple) there will be something on the bottom saying "Press any key to boot from disk". After a couple of seconds it will proceed to opening your OS. If this is the case, just press a key.
