Those are item reference codes, and go in the xxxx slot. The yyyy slot is quantity and the value in hex should be no higher than 0063 to give 99 of the particular item.

Sorry for asking im new here but, what does + 0x04 mean
The 0x04 that is being reffered to is an address jump value. It means the next address you would use is 4 higher than your current. For example, the Item modifier slot 1 address is 02099F90. Slot 2 is 02099F94, Slot 3 is 02099F98, etc. And remember it is in hex, so the value will end, 0, 4, 8, C, 0, 4, 8, C...
